►The concept of industrial safety began as accident prevention, widened as Occupational health and hygiene and has reached up to the level of Environmental protection.
►Thus industrial safety includes three things;
1.Accident Prevention
2.Occupational Health
3.Environmental Protection
►Industrial safety thus can be defined to mean ‘Protection of environment from hazards of an industrial activity’
►‘Environment’ includes workers, public, plant, property, land etc.
►‘Industrial activity’ includes storage, process , transport, transfer, use, handling etc.
►Concept of safety is a psychological because it studies human behavior in much detail as a root cause of accident.
►It keeps human as Centre for protection from hazards.
The concept of HSE or SHE
►Main function of HSE is to plan, execute and coordinate specific function of safety manager, factory medical officer or environmental engineer.
►Function of safety officer is as per GSO Duties, qualifications and conditions of service Rule, 1983
►Function of medical officer as per GFR rule 68 R,T & U.
►Function of environment manager as per environmental laws, guidelines issued by MoEF, GPCB (Guajrat Pollution Control Board), CPCB (Central Pollution Control Board).
