An office may rely on computers, UPS systems and electrical appliances. A construction project may involve temporary electrical installations, portable equipment and work near overhead lines.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Behind all of these activities is one fundamental EHS question:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Are electrical hazards being controlled in accordance with the law?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In India, electrical safety is not governed by one single rulebook. Instead, it is supported by a framework of legislation, regulations, standards, state-level requirements and technical requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the centre of this framework is the <strong>Electricity Act, 2003<\/strong>, under which the Central Electricity Authority (CEA) has the power to specify measures relating to electrical safety and electric supply. The current principal CEA framework is the <strong>Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulations, 2023<\/strong>. The CEA&#8217;s official website also lists the <strong>2026 Amendment Regulations<\/strong>, which introduce additional requirements for battery energy storage systems and are scheduled to take effect from 1 April 2027.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For EHS professionals, electrical engineers, safety officers, facility managers and employers, understanding this framework is essential.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Let&#8217;s break it down in practical terms.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">What Are Statutory Provisions for Electrical Safety?<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The term <strong>statutory provisions<\/strong> refers to requirements established through legislation, regulations, rules, notifications or other legally enforceable instruments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the electrical safety context, these provisions can address matters such as:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Design and installation of electrical systems<\/li>\n\n\n\n<li>Inspection and testing<\/li>\n\n\n\n<li>Earthing<\/li>\n\n\n\n<li>Electrical protection<\/li>\n\n\n\n<li>Safe operation and maintenance<\/li>\n\n\n\n<li>Electrical accident reporting<\/li>\n\n\n\n<li>Competency and authorization<\/li>\n\n\n\n<li>Electrical installations<\/li>\n\n\n\n<li>Overhead lines<\/li>\n\n\n\n<li>High-voltage installations<\/li>\n\n\n\n<li>Protection against electrical hazards<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The exact compliance requirements depend on the type of installation, voltage level, activity, location and applicable government requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is important because an office, a manufacturing plant, a power station and a mine may not all have identical compliance obligations.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">1. Electricity Act, 2003<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The <strong>Electricity Act, 2003<\/strong> is one of the most important pieces of legislation in India&#8217;s electricity sector.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Act provides the broader legal framework for generation, transmission, distribution, trading and use of electricity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For electrical safety, <strong>Section 53<\/strong> is particularly important.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Section 53 empowers the Central Electricity Authority, in consultation with the State Government, to specify suitable measures for protecting people from dangers arising from the generation, transmission, distribution, trading and use of electricity, as well as from the installation, maintenance and use of electric lines and electrical plants.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The provision also covers reducing risks of:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Personal injury<\/li>\n\n\n\n<li>Property damage<\/li>\n\n\n\n<li>Unsafe electrical systems<\/li>\n\n\n\n<li>Electrical accidents<\/li>\n\n\n\n<li>Unsafe electric lines and plants<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This section effectively provides the statutory foundation for the CEA&#8217;s electrical safety regulations.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">2. Section 161: Reporting of Electrical Accidents<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Another important provision is <strong>Section 161 of the Electricity Act, 2003<\/strong>, which deals with notice of accidents and injuries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Act includes a statutory framework for reporting electrical accidents and injuries to the appropriate authorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is important from an EHS perspective because an electrical accident should not simply disappear into an organization&#8217;s internal incident register.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Where the law requires statutory reporting, the appropriate authority must be notified in the prescribed manner.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This also helps authorities investigate electrical accidents and identify measures that may prevent recurrence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The CEA&#8217;s Chief Electrical Inspectorate Division specifically identifies the inquiry of fatal and non-fatal electrical accidents and the recommendation of remedial measures as one of its responsibilities.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">3. Chief Electrical Inspector and Electrical Inspector<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The Electricity Act also provides for the appointment of the <strong>Chief Electrical Inspector and Electrical Inspectors<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Section 162 deals with their appointment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Electrical Inspectors play an important role in statutory electrical safety oversight.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Depending on the applicable requirements and jurisdiction, their functions can include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Inspection of electrical installations<\/li>\n\n\n\n<li>Verification of compliance<\/li>\n\n\n\n<li>Approval-related activities<\/li>\n\n\n\n<li>Periodic inspections<\/li>\n\n\n\n<li>Investigation of electrical accidents<\/li>\n\n\n\n<li>Examination of safety measures<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The CEA&#8217;s Chief Electrical Inspectorate Division states that it carries out statutory inspection of relevant electrical installations and accident inquiries, while state electrical inspectorates have corresponding responsibilities within their jurisdictions.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">4. CEA Measures Relating to Safety and Electric Supply Regulations, 2023<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">For anyone working in electrical EHS, this is the regulation that deserves special attention.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <strong>Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulations, 2023<\/strong> were notified on 8 June 2023. The CEA currently lists them as the principal safety regulations, alongside the 2026 amendment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These regulations cover a broad range of electrical safety requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They address areas including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Electrical installations<\/li>\n\n\n\n<li>Safety precautions<\/li>\n\n\n\n<li>Earthing<\/li>\n\n\n\n<li>Protective devices<\/li>\n\n\n\n<li>Electrical inspection<\/li>\n\n\n\n<li>Testing<\/li>\n\n\n\n<li>Operation and maintenance<\/li>\n\n\n\n<li>High-voltage installations<\/li>\n\n\n\n<li>Overhead lines<\/li>\n\n\n\n<li>Electrical accidents<\/li>\n\n\n\n<li>Safety requirements for various electrical systems<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">For an EHS professional, these regulations should be treated as a primary reference when evaluating electrical safety compliance.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">5. Periodic Inspection and Testing of Electrical Installations<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">One of the most important compliance requirements is inspection and testing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under <strong>Regulation 32 of the 2023 CEA Regulations<\/strong>, periodic inspection and testing of electrical installations above the notified voltage is carried out by the Electrical Inspector.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Installations at or below the notified voltage are subject to self-certification by the owner, supplier or consumer, as applicable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The regulations provide that the periodicity is directed by the Appropriate Government and cannot exceed five years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is a significant point for EHS teams.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Electrical safety is not something that should be checked only when an installation is first commissioned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It requires continuing verification.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A useful compliance mindset is:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Install \u2192 Inspect \u2192 Test \u2192 Certify \u2192 Maintain \u2192 Reinspect<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">6. Approval and Self-Certification Before Energisation<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The CEA regulations also address approval and self-certification requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Regulation 45 provides for inspection, testing and self-certification of installations within the applicable notified-voltage framework before commencement of supply or recommencement after a shutdown of six months or more.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The regulations provide mechanisms for submitting self-certification reports to the Electrical Inspector and also provide for inspection by the Electrical Inspector in applicable cases.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The CEA itself describes statutory inspection under Regulations 45 and 32 for applicable installations and approval-related activities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For organizations, this means commissioning should never be treated as merely a construction milestone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Electrical safety verification is part of commissioning.<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">7. Earthing Requirements<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">If there is one electrical safety topic that repeatedly appears in EHS discussions, it is <strong>earthing<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Proper earthing helps provide a path for fault current and supports the operation of protective devices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The CEA 2023 Regulations contain detailed provisions relating to connection with earth and earthing systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For applicable systems, requirements address matters such as:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Earthing of neutral conductors<\/li>\n\n\n\n<li>Earthing of equipment<\/li>\n\n\n\n<li>Protective equipotential bonding<\/li>\n\n\n\n<li>Earthing of metallic components<\/li>\n\n\n\n<li>Earth-fault loop impedance<\/li>\n\n\n\n<li>Testing of earthing systems<\/li>\n\n\n\n<li>Continuity of earthing<\/li>\n\n\n\n<li>Earthing of generators and transformers<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The regulations also specify requirements concerning testing and maintaining records in applicable circumstances.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For EHS teams, the practical lesson is simple:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u201cIt is earthed\u201d should be a verified engineering condition, not an assumption.<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">8. Residual Current Protection<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Residual current protection is another important electrical safety measure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 2023 CEA Regulations contain provisions for the use of residual current devices (RCDs) to disconnect supply under specified residual-current conditions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For domestic installations, the regulation specifies a residual operating current not exceeding <strong>30 mA<\/strong>, subject to the provisions and exceptions stated in the regulation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">RCDs are particularly important because electrical protection should not depend solely on conventional overcurrent protection.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Different protective devices address different failure modes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is why electrical protection needs to be considered as a coordinated system.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">9. Protection Against Overcurrent and Earth Faults<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Electrical systems need protection against abnormal conditions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The CEA regulations include provisions requiring appropriate protection for situations such as:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Overcurrent<\/li>\n\n\n\n<li>Earth faults<\/li>\n\n\n\n<li>Earth leakage<\/li>\n\n\n\n<li>Transformer faults<\/li>\n\n\n\n<li>Generator faults<\/li>\n\n\n\n<li>Certain substation faults<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The objective is to automatically disconnect supply when an abnormal condition reaches the relevant limits.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For larger electrical systems, the regulations also specify additional protection requirements for certain transformers, generators and high-voltage substations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">From an EHS perspective, protective devices should be correctly selected, installed, tested and maintained.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A protection device that exists on paper but does not operate when required is not an effective safety control.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">10. Insulation Testing<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Electrical insulation separates energized conductors from people and other conductive parts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If insulation deteriorates, electrical leakage or faults can occur.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The CEA regulations address insulation testing for applicable electrical supply lines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, where a supply line at a voltage not exceeding 650 V has been disconnected for addition, alteration or repair, it is not to be reconnected until the required insulation test has been carried out by the supplier or owner, as applicable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This highlights an important principle:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Electrical systems should be tested after relevant work, not simply switched back on because the physical work appears complete.<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">11. Testing, Operation and Maintenance<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Electrical safety does not end after installation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The CEA regulations contain requirements relating to testing, operation and maintenance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For higher-voltage apparatus, cables and supply lines, applicable site testing requirements apply before commissioning and after certain periods of disconnection for alteration or repair.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An effective electrical safety program should therefore include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Preventive maintenance<\/li>\n\n\n\n<li>Inspection<\/li>\n\n\n\n<li>Testing<\/li>\n\n\n\n<li>Protection-system verification<\/li>\n\n\n\n<li>Earthing checks<\/li>\n\n\n\n<li>Thermographic inspections where appropriate<\/li>\n\n\n\n<li>Defect tracking<\/li>\n\n\n\n<li>Corrective action<\/li>\n\n\n\n<li>Documentation<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The exact tests and intervals should be determined by applicable regulations, standards, equipment specifications and the organization&#8217;s maintenance program.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">12. Safety of Overhead Electrical Lines<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Overhead lines present significant risks to workers and the public.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The CEA regulations contain provisions relating to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Earthing of supports<\/li>\n\n\n\n<li>Guarding<\/li>\n\n\n\n<li>Stay wires<\/li>\n\n\n\n<li>Pole and tower safety<\/li>\n\n\n\n<li>Protection against unauthorized climbing<\/li>\n\n\n\n<li>Lightning protection<\/li>\n\n\n\n<li>Cable arrangements<\/li>\n\n\n\n<li>Line patrolling<\/li>\n\n\n\n<li>Fencing of electrical installations<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The regulations include specific provisions for overhead lines up to and above certain voltage levels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This becomes especially important in:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Construction<\/li>\n\n\n\n<li>Road projects<\/li>\n\n\n\n<li>Crane operations<\/li>\n\n\n\n<li>Excavation<\/li>\n\n\n\n<li>Infrastructure projects<\/li>\n\n\n\n<li>Agricultural work<\/li>\n\n\n\n<li>Maintenance activities<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Before work begins near overhead lines, the electrical hazard should be identified and appropriate controls established.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">13. Temporary Electrical Installations<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Temporary electrical installations deserve particular attention.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Construction sites and temporary workplaces may contain:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Temporary distribution boards<\/li>\n\n\n\n<li>Portable tools<\/li>\n\n\n\n<li>Extension cables<\/li>\n\n\n\n<li>Temporary lighting<\/li>\n\n\n\n<li>Generators<\/li>\n\n\n\n<li>Welding equipment<\/li>\n\n\n\n<li>Temporary power supplies<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Because these systems are frequently moved, modified or exposed to harsh conditions, their condition can deteriorate quickly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Electricity Act also specifically addresses control of certain electricity use, including provisions connected with temporary installations, while the applicable CEA safety framework provides the technical safety requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Temporary should never mean <strong>less safe<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">14. Occupational Safety, Health and Working Conditions Code, 2020<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Electrical safety in workplaces also intersects with India&#8217;s occupational safety legislation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <strong>Occupational Safety, Health and Working Conditions Code, 2020 (OSH Code)<\/strong> is now an important part of India&#8217;s workplace safety framework. India Code records its enforcement date as <strong>21 November 2025<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Section 6 places duties on employers, including ensuring that workplaces are free from hazards likely to cause injury or occupational disease and providing, as far as reasonably practicable, a working environment that is safe and without risk to employees&#8217; health.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Code also provides for occupational safety and health standards, safety committees and safety officers in applicable establishments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For EHS professionals, this means electrical safety should be integrated into the organization&#8217;s broader occupational safety management system.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">15.
